"Care for the citizens" is not the only metric necessary for leadership of a hold or city. Mjoll would be better suited as a housecarl or thane or some other position of high nobility in the city but leading it isn't right for her. [deleted]I just reported to the Jarl after shutting down the Skooma operations, and then it says to speak to the Jarl. But once I am next to her, I don't quest a quest marker, and talking to her does nothing. Edit: I've also done a ton of helping Riften citizens; so I am sure I fulfilled that requirement, too. And Anuriel doesn't trigger any new choices either. ….
