When the expansion launched my guild was doing mythics at 145 ilvl. Now for a pug today, that's not reasonable. You'll likely not get invited. But I think 170 is certainly doable. Depending if you've caught up fully on renown, you should be getting 171 items from world quests; that will help you get your ilvl up too. There's no actual ilvl you need to have, but if you're looking to join a group it's best to have as high as possible. Of course, if you're tank/healer, you'll get into groups much easier.
