Use a Ivory Master Staff (-10% CD enchant) and Full Rust Set. Use all boons drink 2 spiked alert potions. Turns out to 50% Cool Down reduction, 65% Mana Cost reduction (without mage sleeping bag/Wine), and 55%ish increased damage per Hex.
