Essentially the RNG in Emerald is broken. When you start up Emerald (or an RS cart with a dead battery) the RNG value always starts at 0, so when soft resetting you will always get the exact same pokemon if you encounter at the exact same time after you select the file (in practise you don't because the pokemon you can get changes something like 200 times a second)..
